If the user has an actual account on the machine, procmail will do the job.
You can run all incoming mail through a filter by setting the filter up in
the global procmailrc (/etc/procmailrc). Each user can filter their own
mail in their ~/.procmailrc.
See the procmail, procmailrc, and procmailex manpages for more info. Recent
versions of sendmail use procmail as the default local mailer, so disregard
anything you see about ~/.forward files.
