The /etc directory needs to be on the same partition as /.  In other
words, you cannot have two different partitions and mount those
directories separately.  I guess the only way to fix the problem would be
to repartition everything.

You may be able to boot out of a floppy, and then proceed to mount the
/etc partition manually.  However, you will still need to fix the real
cause, which appears to be the partitioning scheme... unless I'm dead
wrong, in which case I'd appreciate if someone teaches me better.  :-)
