If you're telnetting into the box, you need to                        
                                                                      
cd /usr/sbin                                                          
../adduser (username)                                                  
                                                                      
otherwise you can add /usr/sbin to your PATH and type it from         
anywhere.                                                             
                                                                      
You can also use the command useradd and userdel to add and remove    
users.  They're also locate in /usr/sbin                              
                                                                      
Then after you've added the new user, you can set the password by     
using:                                                                
                                                                      
cd /usr/bin                                                           
../passwd (username)                                                   
                                                                      
you should also check out:                                            
                                                                      
man useradd                                                           
man userdel                                                           
man passwd
