You might want to check the /etc/hosts.allow file and make sure that the ip
from where you're telneting is in there. It would look something like this.
In.telnetd:0.1.2.3

Let me add some more detail to that. As of Red Hat 6.2, the telnet client
and telnet servers are two separate packages, where they came together up
to Red Hat 6.1. In my opinion, it is a sensible decision.
Just thought this might clarify the previous answer a little bit
more. :-)
