I usually recommend WindowMaker under these circumstances. Sawmill is
good too and really lite weight, but it lacks a few features without
GNOME/KDE. WindowMaker has more features by itself and is still
really lite on the resources.
Others here have already entioned XFCE which I have also tried and
liked (though not as much as WM). You may want to look at it as
well.
Avoid Enlightenment which is excellent but is really made for
circumstances where resources aren't as limited.
