I believe that OpenSSH is open source (GPL?) whilst ssh is 'free for
non-commercial use'.

This may make a significant difference.

To many people, me included, it's a big difference between 'closed
source' and 'open source' software, no matter how the usage is
regulated. Especially when it comes to encryption software.
