Well, I don't use exactly the same config, but this works for me:

[servers]
0=/usr/bin/X11/X vt08
1=/usr/bin/X11/X vt09

One thing to make sure of if you are going to use this - you need enough
memory in the machine.  You will use up 10M just for the 2 X servers and
the programs running on them. Also make sure you don't have anything
directing output to vt 8 and vt 9.  You can use what ever vt you want.
