Dunno about Yahoo or ICQ, but I helped a friend block AIM.  AIM gets tricky:
if you block a port, it tries another.  e.g. - if you block 5190, the
default, it'll try 80, which you most likely don't have blocked.

I had him block login.oscar.aol.com at the firewall.  That nukes it.  If you
run a local name server, you could also be sneaky and setup a domain for AOL
that redirects requests for login.oscar.aol.com.

That's one way, anyway.
