(Like Alan, I'm giving a cursory response for similar reasons)  The 
high cost for installing the OS is to cover the costs of suppporting the
OS.  In general, if you buy a system with no OS installed, or you wipe off
one OS and put on another you'll get no /free/ support for the OS you put i
on the machine.
