As a test (and I have *no* idea if this will solve your problem or
not) put the IP address of your Windows box in the /etc/hosts file
and see if that doesn't help.
I had a similar problem with trying to SSH into my linux box from
any of the machines on my home lan. Once I put all of their IP
addresses into the /etc/hosts file I was able to SSH in without any
delay.
