After you understand clustering/high availability/failure
roll-over/whatever at a single site, you can decide if it is possible
across sites that are distant (in ever sense of the word). I know of at
least certification test provider that claims to its customers be able to
do what you want (if their primary site were completely destroyed, they can
be back on-line from a distant site in hours), otherwise I would tell you
that this cannot be done.
