Have you asked the box's sysadmin about this? I've used a RH 6.0 box
at home for a *long* time and I never noticed this before so I'm pretty
sure it isn't standard behaviour.
You can also try checking /var/log/messages for an explanation.

If $TMOUT isn't defined then the idle time is unlimited (in theory).

SSH is indeed a secure shell (ie your password is encrypted when being sent
from the client to the server). I use OpenSSH which you can find in RPM
format at: http://www.openssh.com/
