Perhaps because httpd has already been killed (shutdown so to speak) by a
previous attempt to halt/reboot the system. Remember that during any
change of run level, the rcX.d (where X is the runlevel) scripts are run.
Basically, things get stopped (killed) and started based on the run level
config. So if the part of the run level change that says to kill or
terminate (not actually the same thing with UNIX) httpd has already been
executed and nothing has told httpd to start again, then that'll cause yer
prob ;)
