I think what I'd do is:
using Minicom or Kermit or some such terminal program, connect to
the modem, issue a reset (atz), then view the current settings: at&v
then write them down (or dump the screen to a printer or a file).
Then hook up the OTHER modem and do the same.
Then see what is different. I'd imagine some default setting (or some
setting being made by software) is either different in and of itself,
or is being interpreted differently by the two modems.
