Thanks, Charles, you pointed me to the correct solution.  I have ignored my 
"/etc/resolv.conf" and "/etc/host.conf" files for some
time (I use hosts name resolution) and have always had my host.conf set to "order 
hosts bind".

For some reason, the slow rlogin machine had an erroneous "/etc/resolv.conf" line that 
resulted in the slow login (cured after I
deleted all entries).  However, that still doesn't explain why the "/etc/host.conf" 
didn't take precedence.

sounds like a DNS problem. A is unable to do a reverse lookup on B. Check
your /etc/hosts (or DNS files if you are running bind) on A .
