I know there is a DOS TCP/IP stack, so you should be able to install it
and be able to telnet to the RH box. But why?
What kind of client/server stuff do you want to do? If you're talking
about programming, you can do that all on the same box.
Your Linux client software won't work on DOS anyway.
Used 486s with network cards can be had for peanuts. Get one, install
RH on it, and you'll have lots more fun...
