  Or you could just get a version of rpm 3 that supports rpm4 format. 
For example rpm-3.0.6-6x
As I remember it's some where on ftp://ftp.rpm.org/pub/ .  In the event
you can access the site.  (Which I can't seem to do today.)


  You could also grab it here:
ftp://ftp.valinux.com/pub/software/VALinux/6.2.4-beta-5/RPMS/rpm-3.0.6-6x.3.i386.rpm
