According to the BOGOMIPS Mini-HOWTO, an Intel/AMD 486 shows a BogoMips
rating or approximately 1/2 the clock speed, so 8 indicates a 16 Mhz
clock speed. Which makes perfect sense to me, many boards run at 16
when turbo is off, and whatever their high speed is (66, 100, whatever)
when it is on.

As to how to find the manufacturer (per another of your postings),
there may be some obscure numbers printed somewhere on the board that
you can find if you're willing to pull it out of the case, or there may
not be. If there are, and if one of them happens to be a model number,
you may be able to find it by doing a search on google for those numbers.

There may be a FCC-id number. In which case you can go to fcc.gov and
do a fcc id lookup to find the licensee to whom that ID was issued.

If all those fail, write down the numbers that the BIOS emits to the
screend during bootup. If it is an AMD or AWARD BIOS, you can go to 
their sites and look up the coding to find who the manufacturer is
to whom that particular BIOS was licensed (which works only if it is
not a bootleg BIOS, which does happen on some el-cheapo boards).

Maybe the chip is a 100 Mhz part but the board is not configured to run
it at that speed?
