As the person is running rpm-3.0.4 I suppose that he is on RH 6.2. 

He shouldn't upgrade to rpm-4.0-4, as it's for RH 7.0. 

3.0.6 can handle rpm-4 packaged packages (at least this is what I've been
told), so it should do fine.

Though once I tried to upgrade to 3.0.6 and I got a complain about my glibc
not being compatible with it. But there were messages on this lists a while
ago that pointed out that you should just install it with --nodeps...
