That's correct, I believe.  However, since most of the "respawn" entries in
the /etc/inittab file are related to mingetty there is also a good chance
that he has something connected to a serial port on the system and it's
somehow sending signals that cause init to spawn processes.  I've seen
this as the cause of this error in quite a few occasions on other UNIX
systems, and there is a good chance it could also happen in Linux.  The
only other instance of respawn I see in my file is for xdm (prefdm), so
he may also want to look into that.
