As far as I know, you should be able to do it with Samba.  Make sure you
install 2.0.7, which again as far as I know can work as a PDS (actually, I
believe 2.0.6 could too).  I wonder if you've been experiencing any problems
with encrypted passwords or perhaps incorrect configuration of the Samba
server.  I never ran this setup with Winodws 3.11 for Workgroups, but it
does work fine with Windows'95, Windows'98 and Windows NT.  You may want
to check the Samba documentation at http://www.samba.org/ and perhaps even
send a message to one of their mailing lists.
