If I am reading the docs right, the secrets file is only used if you use
the "auth users" option. You may also want to look at the uid and gid
options.
I have not used the server mode of rsync, so I am guessing here.
But I suspect that if you try using
rsync -avzr root@nielson::home /home/mirror/
some of your problems may go away.
