isn't this problem answered all the time? it's all over the errata (if
anyone reads it).
from what I remember, you have to go through the $HOME/.netscape/*.js
files and remove anything pertaining to locale this and locale that. I'm
also told that it might not stick between uses. <shrug>
It's all in the errata, I'm sure.
