Goodness. If your hosts go down often enough to require this kind of
babysitting, you probably need more than a remote administration tool.
To answer the question at hand, I'm not sure how any remote monitor
could help you reboot an unresponsive machine, unless you've hooked it
up to a remotely-controllable UPS and can forcibly power it down with
software. But for information on nmap, go here:

It wouldn't be hard to write a script that checks the output of your
ping sweep and performs some action, once you figure out what action
that should be.
