This isn't set in the panel properties (IMHO it should be..).  I'm
guessing you're running Gnome.  Either right click on the desktop and
select 'configure background image' or else do the same thing via the
Gnome control panel.  Select the Desktop tab, then Panel.  Finally
select the Miscellaneous tab and deselect the checkbox titled "Keep
panel below windows (Gnome compliant window managers only).

Now your hidden taskbar will appear over all of the other windows when
it re-appears.
