I think it is part of the new movement towards blocking any servers that are
open relays. It is supposedly in the name of blocking spam. I think what
they do is scan any servers that contact them for e-mail to see if it is an
open relay, and if it is then they add it to a blacklist to "prevent spam".
One such incident involving Verio was reported here.
