After recently, seemingly smoothlessly upgrading from 2.2.16 to 2.4.2 on a
Redhat 6.2 box we started to experience problems with users connecting to
the machine.
The kernel was a stock kernel, I have tried 2.4.0 (various patch levels) and
2.4.1. I haven't tried 2.4.3 yet, I don't see anything in the Changelog that
might relate to this.

Bandwidth hasnt changed (8Mb leased line), the loads are low (0.05, 0.02,
0.01), everything else seems to fine, but user's access was painfully slow.
5 minutes to connect via SSH, and 45 seconds - 1 minute lag to the machine.
Mail (qmail 1.0.3) and FTP (proftpd 1.2.1rc2) also seem to be affected,
although WWW (apache 1.3.19) seems unaffected.
I tried enabling telnet, still the same,.
I tried recompiling SSH (openssh-2.5.1p2 / openssl-0.9.6) against the new
kernel, still the same.
Eventually, I think I might have narrowed it down to Windows users on a
dialup modem, but don't hold me to that.
My Windows machine takes an age to connect, but my Linux machine (also RH
6.2), which is on the same 56k modem connects fine.
Wierd, eh?
If you saw the article on slashdot the other day regarding ECN its kind of
the opposite to that!

UK Shells experienced this also. I hear they went back to the 2.2.x kernel.

I am told Air Filters International also experienced the same errors with

Funny thing is, they all *seem* to be Redhat based.
Sorry for the long post! I tried to give as much information as I can.
Anybody offer some help or advice? Anyone got same/similar problems?
