I'm not quite sure I understand the question.  You could just select
the link in the browser and download it.  I presume that isn't what
you meant, so perhaps you want a way to script it?  You can do it with
wget or ncftpget.

One really cool use for this is when I'm working remotely on a server,
and my link is slow.  It's really nice to use my local browser to find
the site and file I'm looking for, then do "copy link location" and
paste it into my remote ssh window after wget, to download it to the
remote server.
