I have one account on my system (RH7.1) that seems to ignore it's procmail files. I copied a known working set of files (.procmailrc and some basic spam removal recipes) to the account's home and changed the ownership appropriately, but I see no evidence that procmail is being invoked (nothing in the log file). Procmail works on all the other accounts I've tried with no problems. I also tried using the ".forward" file and that doesn't work either. Any idea where I should look next.
