PUT script

i have read that if i want to upload from php
using function copy, i had to add 
line like this in the httpd.conf:
script PUT ./upload/filename.php
in web directory which i want to upload file

but without it, my php file still can do that?

so what the use of adding line like that in the httpd.conf
