Does is really *have* to be NTP? If you have a synchronized box on the 
local network, the NET TIME command works well:

  NET TIME /SET /YES \\SERVERNAME

The server must be a Winbox or a Samba box with "time server = yes" 
set in smb.conf. It doesn't have to have any shares, but Samba must be 
running.
