I think it is a great idea. Much fewer open relays from default installs.
Now if only Exchange and Domino would do this, there would be a lot less
spam.

Yes, but it is not the "recommended way" of doing it.

Simply comment out the line that looks like this...
# O DaemonPortOptions=Port=smtp,Addr=127.0.0.1, Name=MTA

in your /etc/sendmail.cf
