You don't need it unless you're using devfs (actually technically you don't
NEED it even if you are using devfs) and last time I looked Redhat didn't
do this by default (it is still experimental after all). Apparently Redhat
7.2 doesn't even come with a copy of devfsd. I would assume you can install
devfsd from the RH7.1 rpm or from a tarball if you want, but you would
probably need to modify your init scripts to use it.

Just like you would a file, e.g.
chmod 644 /dev/sg0
