sox does .wav, etc. Use sox with the play command:

# play sound.wav

mpg123 is the most widely used mp3 player for Linux, I'd have to say. In 
fact, XMMS, for instance, uses mpg123 for its backend processing of MP3s. 
XMMS is mostly just a front end, FYI.
