Out of curiosity, is there a reason you aren't using the precompiled rpm
package? If it's because you couldn't find it, it is in the noarch
directory. Had a little trouble myself. :)

Looking at the spec file, it needs tex to build, but doesn't require
tetex in the  BuildRequires section.

Snipped from the build output:
+ make install DESTDIR=/home/devon/rpmbuild/tmp/jadetex-3.11
tex jadetex.ins
This is TeX, Version 3.14159 (Web2C 7.3.1)
(jadetex.ins (/usr/share/texmf/tex/latex/base/docstrip.tex
Utility: `docstrip' 2.5b <1998/04/28>
English documentation    <1999/03/31>

It does build fine here, so check and see if you have the tetex package
installed. On my machine I have:
$ rpm -q tetex
tetex-1.0.7-30
