For a home, personal server it is not so > bad. YMMV. Mine is too. I misread my documentation so long ago. I missed that preceding 2 which makes a world of difference. Good thing you pointed this out. I have been going for almost a year now thinking that was some slow upload speed. If I hadn't re-read the docs because of your e-mail I would still be thinking that.
