I could have saved you a lot of trouble earlier, if I had been thinking. 
The easiest way to fix it is probably to remove the current contents of 
/usr/lib/rpm, and grab the tarball I just made. 

It occured to me 30 seconds after I left the house earlier that a tar 
archive would be handy. :)

So, try this:
Grab the tarball I just made:
http://www.tuxfan.homeip.net:8080/rpmfiles.tar.gz

cd /usr/lib/rpm/
rm -f *
copy the tarball to /usr/lib/rpm and run:
tar -xvzf rpmfiles.tar.gz
That should extract all the files and symlinks, preserving their 
permissions.

Basically, everything should be owner 'rpm' and group 'rpm'
