actually.  that checks out.  earlier this morning i queried my machine for
the ntp rpm.  and i did have it installed.  however, the production release
at http://www.eecis.udel.edu/~ntp/ was a newer version, so i uninstalled
the RPM ntp and made and installed the newer source version.

i would have probably tried to stick with RPM, but RedHat and RedHat network
did not have one; at least not one that i was able to dig up, anyway.
