# locate librpm-4.0.4.so
/usr/lib/librpm-4.0.4.so
# rpm -qf /usr/lib/librpm-4.0.4.so
rpm-4.0.4-7x

I'd probably try reinstalling the rpm package.
rpm -Uvh --replacepkgs rpm-4.0.4-7x.i386.rpm
