Firstly, you don't need to worry about SCSI. The software you will use to write CD's on Linux are written to work with SCSI kit, but to make life easier there is a SCSI emulation module that makes an IDE drive look like a SCSI one. Next, you don't need two pieces of kit. These days, most drives will both write and rewrite CD's. Reading CD's should also be possible as I haven't seen a writer that isn't also a reader. Writable CD's are done so by the laser burning the data onto the disk. Rewritable CD's use a different compound which can be written to with a softer laser. This compound can also be cleaned by the same laser making it available for re-use. Note: a rewriteable CD cannot be used for read/write like a HD, but can only be cleaned and re-written from scratch. Note also that they have a life expectancy but this is so high you don't really need to think about it. Once you've installed your CD-writer, follow the CD-writer HOWTO to show you how to set it up. I've just installed RH7.2 on a box that already had a writer connected and the installer did all the work for me. There are a number of software packages that you can use to write the CD's but as I tend to stick with command-line stuff I can't really comment here.
