It's not a good approach to use telnet access for root.
Even using telnet is not a good approach either.
I suggest you to use ssh instead of telnet.

But anyway, you can enable root access by adding 
pts/0
pts/1
and so on, as many telnet root sessions you intend to have, in file /etc/securetty

deleting /etc/securetty will allow unlimited root telnet sessions.
