I presume they had

        /usr/local/bin/perl

or suchlike? Tell us what they were like before.

/usr/bin/perl is the "standard" (de facto) location for the system perl.
There are some historic scripts which have a /usr/local/bin path because
they date from the time when perl was rare (manually installed by
enthusiasts). These days most systems ship with it, and it's important
enough to install in /usr rather than /usr/local in consequence.
