I think in starting RH 7.1, ftpd is disabled by default. Edit the file
/etc/xinetd.d/wu-ftpd and comment the disable line, or change to
disable=no. Restart xinetd. 
You'd want to be carefull though. wu-ftpd is known for some of its
vulnerability. My suggestion is don't enable it if you don't really need
it. Or use something else more secure (eg. scp for file transfer).
