You're on topic but asking for the impossible.  There are a couple of
commercial Fortran 90 compilers that sell for about $899.  I don't know
about academic pricing.  There is a free Fortran 90 project underway at
http://g95.sourceforge.net/ but it looks like they're still a long ways
off.
