Aside from the fact that it's a morally bad idea (and illegal, unless
you've posted due notice under the 1987 ECPA statute), you might want to 
check out ttysnoop.

If you just want to know what commands honest users are running, turn on
process accounting (see accton, sa, ac, and similar), view thier
.bash_history, and so forth.

If you're trying to do remote support, and they're running in X, check out
the "-shared" argument to vncviewer.
