BINGO Tony!!!

Even though proposed fix looks incorrect, changing the -q to a -s DOES work
on my system.

If I touch one file, then run 'service sendmail restart', ONLY the touched
file gets re-made automatically.

Thankx for pointing that out - this is the first time I've actually suffered
a bug that affected me.
