I don't think so, Yohann. Brad does note that telnet connections are accepted for a time, and then it stops.
Unless there's a cron job, somewhere on his system, that is running "chkconfig telnet off" (it would be telnet, not telnetd), and then something that is running "chkconfig telnet on" when someone logs in at the console, then that's not the answer. Someone suggested checking Brad's BIOS settings...if he's going that route, I'd suggest looking at the power management section, and turning off all suspend options.
