The best way to do this is to take advantage of the existing ipchains init
script. It already starts in the correct order and is setup to do what
needs to be done.

All you need to do is build a shell script containing the ipchains
commands for the fules that you want. At the end of the script, add the
command that saves the rules to /etc/sysconfig/ipchains:

  service ipchains save

Now anytime you start ipchains using the initscript, it will read the
rules you saved and implement them. When you need to change the rules, just
edit your script and run it. The rules will be changed and saved.
