no, but if you want to change it you can modify the source for gcc. 
Also "historical reasons" sometimes really means:
  - Well know standard
  - Backwards compatibility
  - Other possible dependencies that we don't know about and don't want 
to break
  - If it ain't broke then don't try to fix it
