Each installed package should contain the available documentation.
The ntp package doesn't have any man pages available. To see available 
documentation, you can query the rpm database about the installed 
package, like so:
$ rpm -qd ntp
Which should list quite a few files in:
/usr/share/doc/ntp-$version/
